How does EU encourage public salvage, procurement, and reuse of reclaimed building material?
Mainly circular economy. Here are the main strategies and measures:
Green Public Procurement (GPP) and Circular Economy Action Plan

- National Action Plans (NAPs) - EU Member States have developed NAPs that incorporate circular economy principles. These plans often include specific targets and measures to promote the use of reclaimed materials in public construction projects.
- Funding and Incentives - Programs such as Horizon Europe and the European Regional Development Fund (ERDF) provide funding for projects that promote the circular economy, including the reuse of building materials.
- Incentives for Reuse and Recycling - The EU incentives include tax incentives, grants, and subsidies for projects that use reclaimed materials.
- Technical Standards and Guidelines - Technical Standards for Recycled(?) Materials - The EU is working on developing and harmonising technical standards for recycled and reclaimed materials to ensure their quality and safety. This helps to build trust and acceptance among public procurement authorities.
- Guidelines and Toolkits - The EU provides guidelines and toolkits to help public authorities implement circular procurement practices. These resources offer practical advice on how to include reclaimed materials in procurement specifications.
- Monitoring and Reporting - Circular Economy Monitoring Framework - The EU has established a monitoring framework to track progress towards a circular economy. This includes indicators related to the use of reclaimed materials in construction projects.
- Reporting Requirements: Public authorities may be required to report on their use of reclaimed materials in construction projects, helping to ensure compliance with circular economy goals.
- Examples of Implementation - Helsinki Dock Regeneration Project: This project involved recycling demolition materials into new build projects, demonstrating the practical application of circular economy principles in public procurement.
- Dutch Green and EU LIFE REBus Pilot Projects - These projects in Holland shown public procurement can drive demand for circular solutions including reuse use of reclaimed materials.
The EU encourages the reuse of reclaimed building materials in public procurement through a combination of legislative measures, funding programs, technical standards, and practical guidelines. It's important to note that these are estimates and the actual figures may vary based on factors such as changes in waste management practices, recycling rates, and the accuracy of waste classification. The high proportion of tax from putrescible waste, despite its lower volume, reflects the significantly higher tax rate applied to this type of waste to discourage its disposal in landfills.

Landfill tax for Hazardous construction waste in the UK - Key Data Points

Additional Considerations
- Separate Statistics: Hazardous waste statistics are often collected separately due to their specific handling and disposal requirements. The Hazardous Waste Regulations (2005) mandate that Hazardous waste must be collected and disposed of separately to minimise environmental and health risks.
- Tax Bands: Hazardous waste is subject to the standard landfill tax rate, which is significantly higher than the lower rate applied to inert waste. This higher rate reflects the greater environmental impact and disposal challenges associated with Hazardous materials.

Limestone plays a significant role in https://en.wikipedia.org/wiki/Carbon_cycle. When limestone is formed, carbon dioxide from the atmosphere is absorbed by rainwater and reacts with calcium carbonate in the rock to form calcium bicarbonate, which then washes into the ocean. Over time, marine organisms use this calcium bicarbonate to build their shells and skeletons. 17 MAG 2024 · Sam Coster of Mongers Architectural Salvage in Hingham, Norfolk, is building a new home by converting an old steel framed building where he plans to ambitiously reuse 80% reclaimed building material by mass, much of it structurally. Sam discusses the whole scheme with Thornton. Traditional black glazed pantiles are mentioned - brought over from Holland where they were invented in Zwolle in 1466 to improve on the over and under tapered cylindrical roof tile, traditonally used throughout southern Europe, were known as monk and nuns in Holland. Iron oxide (rust) was added to the glaze which, in the oxygen reducing atmosphere of the kiln, turn the glaze black.

14 FEB 2024 · The United Nations 17 Sustainable Development Goals are used by 200 countries to inform policymakers but one of them, SDG12.5 encourages 'recycling and reuse'. The metric by which this is measured is 'recycling' alone and not 'reuse'. Brian Murphy and Thornton Kay discuss this topic and the reclamation and reuse of reclaimed doors at Nairobi Salvage Centre in Kenya, fairly recently made firedoors removed in demolitions and refurbishment of recently constructed buildings, upratong old timber doors to modern standards, along with the forthcominng construction show Futurebuild at London's Excel 5 - 7 March.

Salvo received a reply to our letter (13nov23) to Michael Gove, the minister for Levelling Up, Housing and Communities asking the government to amend the https://assets.publishing.service.gov.uk/media/65829e99fc07f3000d8d4529/NPPF_December_2023.pdf (NPPF) to contain a supportive new statement about its circular economy ambitions by giving support to the reclamation and reuse of reclaimed building material. The reply (11dec23) thanked us for our email regarding Government support for the reclamation sector and reclaimed building materials, and went on, ‘I hope it will be helpful to set out the Government’s policy in this area’ and quoted from two further documents - the National Design Guide (NDG) and the National Model Design Code (NMDC) - neither of which appear to contain support for, or even mention, reclamation and reuse of reclaimed building material. The legal basis of the design guidance notes which exclude explicit support for reclamation and reuse is on page 4 of the NPPF, which directs readers to the government's https://assets.publishing.service.gov.uk/media/5a7ef594e5274a2e8ab4946c/141015_National_Planning_Policy_for_Waste.pdf which says 'The Framework should be read in conjunction with the Government’s planning policy for traveller sites, and its planning policy for waste' which in turn directs readers to Article 3 of the revised Waste Framework Directive (2008/98/EC) which can be found in https://www.legislation.gov.uk/eudr/2008/98/article/3 which states in para 13 that reuse means any operation by which products or components that are not waste are used again for the same purpose for which they were conceived. The cross referencing through many documents does not in our view show clear and transparent support for the circular economy with respect to the reclamation and reuse of reclaimed building material. How will this be viewed by local authorities (LAs) which write their own codes? Is there a legal recourse for salvage dealers to require their LAs to have clauses recommending reclamation and reuse? Thornton will draft and circulate a letter for Salvo members to use to send to their LA to ensure the reclamation and reuse of reclaimed building material is written into their local design guidance notes.
Brian recalled the general enthusiasm of ‘architects declare’ of two years ago and whether LAs have publicly consulted about their policies in this area. Thornton pointed out that the London area has developed planning policies and guidance requiring consideration for reclamation and reuse when demolition takes place. Brian mentioned that AECB has produced LA templates for carbon, are they still available? Possible example policies and case studies. The AECB website does not seem to have anything useful on reclamation and reuse. Thornton made some more points about the need for people to take reuse more seriously.
PFAS, forever chemicals, POPs, novel entities - Salvo wrote to the Environment Agency about carpet tiles of which around half are believed to contain stain-resisting persistent organic pollutants (POPs) which contain chemicals such as https://en.wikipedia.org/wiki/Per-_and_polyfluoroalkyl_substances (PFAs). We asked should they be landfilled and contaminate water, or reused above ground in a building until a device is made which can identify and decide the disposal pathway. No answer was forthcoming. In 1994 SalvoNEWS reported that a scientists from ISCOWA based in Utrecht provisionally found that reusable possibly toxic material with either a currently known toxic risk or a possible future one is better reused above ground in, for example, a building than buried in landfill where leachate will contaminate groundwater, or dispersed into the atmosphere via incineration possibly as a chemically-worse toxin such as dioxin. In future spectrographic analysis by iPhone will be possible to identify construction toxins and methods of safe and permanent disposal. Until that time comes reuse, possibly encapsulated, is the safest option.
Brian had experience of another POP, https://www.ncbi.nlm.nih.gov/pmc/articles/PMC8157593/, in PVC caused faults in, for example, plastic skirtings in hospitals. The use of phthalates were due to be resolved by the 2006 EU Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulations, now the 2021 UK REACH regulations.
