His report — done in conjunction with the Bureau of Investigative Journalism — chronicles the early failings of the supply chain project, including a low point when a dismal 7% of shipments arrived at their destinations on time, forcing multiple countries to scramble as they ran short of lifesaving health products ranging from HIV/AIDS drugs to mosquito nets.
