Oops...hit enter and it uploaded my last comment before i was finished. Here's UPI Chicago's Film News Bureau Chief, and Bleckman's boss, Paul C. Sisco. I found them both in the basement in the aftermath. See photo collage on their memorials. My Mystery TLR Photographer is wearing a black suit. As for footage of Oswald arriving at the DPD there's definitely footage of that, he's walking off the elevator surrounded by DPD detectives/officers. Don't know who shot it. Too bad I can't upload photos here. As for Isadore "Izzy" Bleckman taking photos of the TSBD and of Oswald arriving at the DPD. Alex is wrong about the later at least. I reseached Bleckman and his UPI Chicago boss, Paul C.Sisco and in his FBI rpt he said they left from Chicago 1 hr after the assassination, and he said they arrived at 7:30pm (don't know if he meant ET or CT). So if he filmed the TSBD it was late that day or the next day or two. So he couldn't have filmed Oswald arriving at the DPD. He was basically just leaving Chicago at that time. About Santiago...From MF, here's a snip from Dick Russell's book stating Santiago was in Dallas just before the assassination to meet with CIA's Col. Wm Bishop to plan invading Cuba after the JFK assassination.: "...And FBI files call Vidal a "very close friend" of Miami mobster John Martino, who intimated to family and associates that he had foreknowledge of the JFK assassination... Felipe Vidal Santiago told Cuban intelligence that on the weekend before the assassination, he was invited to a meeting in Dallas by the CIA's Colonel William Bishop. "It was supposed to be a meeting with a few wealthy people to talk about financing anti-Castro operations," says Escalante. Bishop left on his own "for interviews" numerous times during their stay in Dallas. After approximately four days they returned to Miami. Not long before his death in 1993, Colonel Bishop confirmed to this writer that he'd had knowledge of the JFK plot. The Cubans indicate that the Vidal-Bishop Dallas trip concerned plans for re-taking the island once Castro's people had been implicated in the assassination."

Thanks, Alex, you pronounced my name correctly, thanks! :) That concrete thing the man walks out of is the peristyle. He walks out the sort of doorway and down a couple of steps to the Elm St. sidewalk. He's then looking down into the viewfinder of his Twin Lens Reflex (TLR) camera - shooting down Elm. Sure would love to know who he is and see his photo(s)!
