Turns out 100 police agencies are refusing to provide security at the Democratic National Convention due to rules severely limiting their ability to do crowd control. The democrats have refused to allow police officers at the DNC to use pepper spray and tear gas if the crowds outside turn unruly, leading to 100 police agencies pulling out of the event.
