Morales talks about a needed change in California's Juvinile Justice and Dentention centers including the shut down in Los Angeles and the newer 55 million dollar building in Sonoma County along with the Probation and Charter school sytems involved in these counties entrapping and criminilizing the youth in larger minority and financially struggling zones through out the state.
