Ripensare lo sviluppo del territorio partendo dalla sua vocazione naturale. Perché è così difficile farlo?

Io non so se questa sia una caratteristica tipicamente sarda però sta di fatto che ogni volta che c'è la possibilità di recuperare uno spazio comune che era stato sottratto alla comunità, ogni volta che c'è la possibilità di ristrutturare qualche opera che nel passato è andata in rovina, c'è sempre il coro che si solleva dicendo 'costruiamo un albergo'. Ora, mi riferisco in modo particolare a una struttura mastodontica che stava nella spiaggia cittadina di Cagliari, proprio sull'arenile del Poetto, una struttura molto grande che io fin da bambina ho conosciuto in rovina. Sono andata a controllare e risale agli anni '30, alla fine degli anni '30, un famoso architetto, tra l'altro, Badas fece il progetto per la costruzione di una colonia estiva per i bambini che però non venne mai realizzata. Ora non sto a raccontarvi le varie vicissitudini di questa costruzione che all'epoca quando venne progettata doveva essere anche molto bella che però - ripeto - da tantissimi anni, da mezzo secolo probabilmente, si trova sulla spiaggia ed è un rudere, cioè inutilizzato, inutilizzabile in continuo decadimento e in continua rovina. È particolare questa struttura che si chiama, viene conosciuta col nome di ex Ospedale Marino, perché all'inizio di ogni campagna elettorale cagliaritana il partito che si propone di prendere il potere comincia alla lontana proponendo nuovi nuove destinazioni d'uso che però non sono mai nuove, ma si tratta sempre di, si dice 'ah! Costruiamo un albergo'. Ecco questa lunga introduzione per dire che non capisco perché non si guardino i modelli esistenti che quando si tratta di sviluppo del territorio, partono dalla vocazione del territorio stesso.
Dico, gli alberghi si possono costruire da qualsiasi parte, l'abbiamo tristemente visto qui in Sardegna. Perché non utilizzare una posizione così prominente così vicina al mare per qualcosa che abbia a che vedere con il mare? Infatti c'è stato qualcuno che ha proposto facciamo un bel museo del mare, naturalmente senza l'acquario (non ne abbiamo bisogno di acquari) però un museo della cultura del mare, un museo che mette in evidenza quelle che sono gli usi e le tradizioni la cultura, tutto quello che si può fare, magari anche con una scuola di barca a vela, di canoa non lo so, comunque cose più attinenti al mare, che rispettino il territorio. Ecco io non capisco perchè invece si continuino a cercare modelli di sviluppo che si sono dimostrati già da tempo fallimentari.

I don't know whether this is something typically Sardinian, the truth is that every time there is the possibility of recovering a public space that had been taken away from the community, every time there is the possibility of renovating some work that in the past has gone into disrepair, there is always the chorus that rises saying 'let's build a hotel'. Now, I am referring in particular to a mammoth structure that was in the city beach of Cagliari, right on the Poetto beach, a very large structure that I have known since childhood in ruins. I went to check it and it dates back to the 1930s, to the end of the 1930s, a famous architect, go figure, Badas, made the project for the construction of a summer camp for children which, however, was never built. Now I'm not going to tell you about the various vicissitudes of this building which at the time when it was designed must have been very beautiful but - I repeat - for many years, probably for half a century, it has been on the beach and is a ruin, that is, unused, unusable, in continuous decay and falling apart. This structure, called, which is known with the name of the former Maritime Hospital, has a characteristic, because at the beginning of each Cagliari election campaign the party wanting to take power begins, way before the elections, by proposing new uses which, however, are never new, but it's always about saying “Ah! Let's build a hotel there”. Now, I have done this long introduction to say that I don't understand why we don't look at the existing models when it comes to development of the territory, models that start from the vocation of the territory itself. I mean, hotels can be built anywhere, we sadly saw this applied here in Sardinia. Why not use such a prominent location so close to the sea for something that has to do with the sea? In fact, there was someone who proposed to use it as a nice museum of the sea, without the aquarium of course (we don't need aquariums) but a museum of the culture of the sea, a museum that highlights the uses and traditions, culture, everything you can do, maybe even with a sailing or canoeing school I don't know, however things more relevant to the sea, respecting the territory. You see, I do not understand why we continue to look for development models that have already proved unsuccessful for some time.
